Daragi Hoba held the position of First Minister on the planet Ando, a world within the galaxy's expanse. He spearheaded Ando's departure from the jurisdiction of the Galactic Republic on the date of 13:2:28, a moment that occurred prior to the Clone Wars erupting. He was the leader of his homeworld during this pivotal time.

As a member of the Aqualish species, Hoba delivered a speech to the citizens of Ando on the day when both Ando and Sy Myrth jointly declared their secession from the Republic. This declaration took place on the morning of 13:2:28. Following the announcement, large crowds of Aqualish individuals, representing diverse backgrounds, congregated in the Raquish Thoroughfare of Quantill City on Ando to celebrate. These gatherings occurred less than two standard hours after the secession.
